VAUNET calls in particular for:
- targeted strengthening of the practical effectiveness of the DSM Directive instead of reopening it as a whole
- more precise, binding and verifiable transparency and compliance measures, in-cluding a stronger and more practical enforceable implementation of Article 53 AI Act
- effective legal instruments so that rights reservations, access-to-information claims, injunctive relief and licensing become practically enforceable
- clear rules for automated scraping, bots and AI agents, including identification obli-gations, purpose-specific access information, respect for publisher instructions and auditable compliance
- complementary use of copyright, the DMA, the DSA and competition law where pow-erful intermediaries distort licensing markets or appropriate value through AI-me-diated interfaces
- more consistent enforcement of Article 17 DSM with rapid response obligations on online content-sharing services, effective stay-down measures and stronger cross-border cooperation against live and other time-sensitive piracy and
- a harmonised European framework against persona hijacking, deepfakes and the unauthorised imitation of professional performances
